Fairness is a word we use all the time at the ombudsman. But that doesn't always make it straightforward to deliver - or even to define.

Is fairness just about the "cold facts"? Or is it about what people feel and believe as well? Is what we thought was fair five - or fifty - years ago still fair today? Does fairness have to be the majority view - or can one particular person's fairness hold greater sway?

Seeing how people respond to different situations can give an interesting insight into changing perceptions of fairness.
